STCW 2010 Manila Amendments

The Manila Amendments to STCW Convention will be implemented from 01 January 2017.

From 1 January 2017, all seafarers are required to carry Certificates and flag endorsements meeting the 2010 Manila amendments to STCW Convention.

IMO has issued circular MSC.1/Circ.1560 advising actions to be taken by PSC authorities and recognized organizations in the case where seafarers are not carrying certificates and endorsements meeting the 2010 Manila amendments to STCW Convention.

The major amendments and changes to the STCW Convention and code include:

  • Improved Stringent measures to prevent fraudulent practices associated with Certificates of Competency.

  • Revalidation of Certificates of Competency for higher and management level officers.

  • Revised requirements on Hours of work and rest (Rest hours increased from 70 Hours to 77 Hours).

  • New requirements for the prevention of Drug and Alcohol abuse, as well as stringent medical examinations.

  • New requirement on certification for Able Seafarers (Certificate of Proficiency - COP).

  • New requirements relating to training in Modern Technology such as Electronic Chart Display and Information Systems (ECDIS).    

  • New requirements for MARPOL training and training in leadership and teamwork.

  • New training and certification requirements for electro-technical officers.

  • Updating of Competence requirements for the personnel serving on board all types of tankers, including liquified gas tankers.

  • New requirements for ISPS training, as well as provisions to ensure that seafarers are properly trained to cope if their ship comes under attack by pirates.

  • Introduction of modern training methodology including distance learning and web-based learning

  • New training guidance for personnel serving on board ships operating in Polar waters

  • New training guidance for personnel operating Dynamic Positioning systems
